The Chancenkarte is a checklist, not a lottery. Either Germany fully recognises your qualification, or you score six points and show you can fund your stay. Below we've set out the Opportunity Card Germany rules as the German authorities publish them in October 2026, so you know where you stand before paying for a single translation.
The Germany Opportunity Card, called the Chancenkarte, is a residence permit for qualified non-EU citizens. With it, you can come to Germany and look for work without a job offer. It has existed since 1 June 2024 (section 20a of the Residence Act). Note, though, that it's a job-search permit, not an employment permit. Once you have a concrete offer, you switch to a different one.
So who's it for? Mostly foreign skilled workers who have the training but no contract yet, and the Opportunity Card Germany route is built around them. It also covers looking for recognition measures, in cases where the recognition of foreign qualifications is only partial.
There are two routes. Route one: you hold a German qualification, or a foreign one Germany fully recognises. You count as a skilled worker then, and points don't come into it. Route two is for everyone whose qualification isn't fully recognised. You meet the baseline conditions and score at least six points. On both, job seekers have to prove they can pay their own way.
Applicants must come from outside the EU and EFTA. The portal sets the same conditions for all of them, so the Opportunity Card for Indians works exactly like anyone else's application.
Opportunity Card requirements differ by route, and most of that difference comes down to the recognition of foreign qualifications. Our table follows the German mission's February 2026 checklist and the Make it in Germany portal.

Requirement |
What Applicants Need to Know |
|
Qualification |
Route two: a foreign degree, or a vocational qualification of at least two years, state recognised where you earned it. |
|
Recognition/comparability |
Degree: positive anabin result or ZAB assessment. Vocational: ZAB digital information, or a partial recognition notice. Route one: your recognition decision. |
|
Language |
Route two: German A1 or English B2 certificate from an accepted provider, usually dated within a year. Route one: none. |
|
Financial means |
Opportunity Card Germany applicants need €1,091 net a month, so €13,092 for 12 months (2026 figure). |
|
Identity documents |
Valid passport with two free pages, biometric photo (35 x 45 mm). |
|
Other conditions |
Private health insurance with at least €30,000 cover. Applicants aged 45 or over are told they need a future salary of €55,770 gross a year, or adequate pension provision. |
The Opportunity Card points system only matters if you're on route two. One catch: in the language and experience groups, only your highest level counts.

Wondering what counts as a shortage occupation? The portal's Q&A ties the Opportunity Card Germany shortage point to academic degrees in fields such as health, IT, engineering and teaching.
Here's how that plays out. Say you're 32, with a recognised IT degree, three years of recent experience, German A2 and English C1. Under the Opportunity Card points system, that's 1 + 2 + 1 + 1 + 2 = 7. You'd clear the bar with a point to spare.
Six. Get there, meet the baseline conditions, and you can apply for the Opportunity Card Germany offers.
Not quite there? A higher German certificate adds up to three points, and a partial recognition notice is worth four. If your qualification is fully recognised, ignore points altogether, since route one waives them. The portal's Self-Check gives a first estimate.
The fee itself is small. The mission checklist puts the visa fee at €75, payable at your biometrics appointment (currency and method depend on the country). What adds up is everything around it: ZAB assessments, sworn translations, language exams, an incoming health policy, travel. Rent and daily costs come after you land, and our Germany cost of living guide covers those.
People often mix up two numbers here: the cost of applying, and the amount you need to move. That €13,092 stays your own money. It goes into a blocked account and comes back to you at €1,091 a month. Proof of funds, in other words, not a fee.
Both the mission and the portal accept three methods for an Opportunity Card Germany application. Use one, or mix them.
• A blocked account (Sperrkonto) with a €13,092 deposit confirmation.
• A formal declaration of commitment, signed by a solvent person in Germany and under six months old.
• A concrete part-time job offer within the 20 hour limit. The contract has to show hours and pay.
Does that job pay under €1,091 net a month? Then a blocked account covers the difference. We'd check the figure with your mission before you deposit anything.
• Passport and biometric photo
• CV and a motivation letter naming target jobs, accommodation and funding
• Qualification certificates with translations
• Recognition proof (anabin, ZAB or a recognition notice)
• Language certificate (route two)
• Evidence for each claimed point, such as work references or old passports with stamps
• Financial proof (and insurance, if they ask for it)
Your own circumstances, and the authority handling your file, can change what's asked of you.
Applying from abroad? To apply for the Opportunity Card, you'll use the Federal Foreign Office's Auslandsportal. Be careful with the category, because uploads filed under the wrong one are deleted.
1. Check eligibility with the Self-Check.
2. Settle your route and points.
3. Prepare documents and translations.
4. Arrange financial proof.
5. Arrange insurance, requested later.
6. Submit online, each file under 1 MB.
7. After the completeness check, you'll attend the biometrics appointment. Bring originals.
8. Wait for the decision.
9. Then travel, once the visa is issued.
In practice, nobody can give you one number. Opportunity Card Germany timing depends on where you apply and how busy that mission is. Is your file complete? Does anything need extra verification? Those matter too. The Beirut mission quotes up to eight weeks after the appointment.
Yes, within limits, and it does help your job search in Germany. You can work up to 20 hours a week in total. Trial jobs are allowed too, up to two weeks per employer, if they're aimed at a qualified position, training or a qualification measure.
That isn't the same as unrestricted permission to work in Germany, though. For longer employment you'll need another residence permit, which you request once an offer is on the table.
Not as a purpose in itself. What Opportunity Card Germany holders get is a permit to look for work, nothing more. Want to study or train? That needs its own visa. Already graduated from a German degree or training? Then a separate 18 month job-search permit applies, with unrestricted work.
Up to 12 months. That's the cap for an Opportunity Card Germany permit. If your funds cover a shorter period, it may be issued for less and extended later. It can't go past 12 months, though.
Good news, then. Head to the foreigners authority and apply for a permit that fits the job, for instance the EU Blue Card or a skilled worker visa. Sometimes none of them fits a qualified job. In that case a follow-up Chancenkarte of up to two years can be issued. More on this in our Germany Job Seeker Guide.
The Chancenkarte cannot be extended beyond its limit. Your stay ends there.
Yes, into qualified work, training, recognition measures or self-employment. That's the usual way holders secure a residence permit Germany lasting past year one.
Only partly. Opportunity Card Germany holders can bring a partner who meets the requirements. You apply together and travel at the same time, and it even earns you a point. Otherwise, a spouse without their own right can't follow you during the card. Spouse reunification opens up once qualified work secures your stay. Children may come too, under conditions; mostly it's about whether you can support them. A few guides say something different. We'd trust the official pages, and confirm with your mission.
• Opportunity Card Germany: no job offer, job search, for eligible job seekers.
• EU Blue Card: needs a job offer, for qualifying professionals.
• Skilled worker visa: needs a job offer for a qualified role.
• Study visa: needs admission to a study place.
Who's it right for? Mainly foreign skilled workers with a recognisable qualification and enough funds, but no offer yet. With an offer in hand, or a plan to study, another route may suit you better. Also, the card is optional. A job search in Germany can start from home.
• Quoting old amounts. €1,091 is a 2026 value.
• Stacking language levels that count once.
• Missing anabin or ZAB proof.
• Budgeting too little.
• Reading 20 hours a week as full work rights.
• Wrong portal category or incomplete uploads.
• Assuming the card guarantees a job.
• Before applying: route, points, language, funds, documents.
• Application: submit, appointment, fee.
• After approval: travel, housing, insurance, and that 20 hour limit.
Can I apply for the Opportunity Card without a job offer?
Yes. That's the whole point of the permit. What you do need is a qualifying degree or training, funds of €1,091 a month and health insurance. A part-time job offer of up to 20 hours can count as financial proof, but it's optional.
Can I apply for the Opportunity Card from India?
Yes. Opportunity Card Germany applicants from outside the EU and EFTA go through the German mission for their place of residence, usually via the Auslandsportal. Where the digital process isn't running yet, get in touch with the mission.
Can I work in Germany with an Opportunity Card?
Only in a limited way. You're capped at 20 hours a week in total, plus trial jobs of up to two weeks per employer. For full-time employment you'll need another residence permit, requested after a concrete offer arrives.
Can I bring my family to Germany with an Opportunity Card?
Your partner can apply alongside you and travel with you, provided they qualify too. If they don't, spouse reunification isn't possible during the card. It opens up once you start qualified employment. Children may join under conditions, mostly tied to whether you can support them.
What happens if I find a job while on the Opportunity Card?
Apply at the foreigners authority for the residence permit Germany requires for that job. That might be an EU Blue Card or a skilled worker visa. If no other permit fits a qualified job, a follow-up Chancenkarte of up to two further years may be issued.
